What the BOQ can and cannot do

A bill of quantities organises measured work into descriptions, units and quantities so tenderers can price a common scope. It can improve bid comparison, interim valuation and variation control. It is not a substitute for drawings, specifications or contract conditions, and it is only as reliable as the information used to prepare it.

Typical sections may cover preliminaries, substructure, frame, walls, roofing, finishes, windows and doors, plumbing, electrical work and external works. The exact arrangement varies. Read the preambles and pricing rules before the totals because they explain what rates are deemed to include. A blank or zero rate can create uncertainty; it does not necessarily mean the work is free.

Decode quantities and allowances

Units tell you how work is measured: metres for length, square metres for area, cubic metres for volume, numbers for items, kilograms or tonnes for mass, and sums for defined packages. The quantity multiplied by the rate produces the item amount. Depending on the contract, final payment may use remeasured actual quantities or a lump sum adjusted only as allowed.

A prime-cost allowance may reserve supply cost for an item not finally selected, while a provisional sum may reserve money for work not sufficiently defined. Their treatment depends on the document and contract. Neither is a hidden bonus or a final prediction. Ask what associated labour, waste, delivery, attendance, tax and contractor's additions are included when the allowance is replaced.

Use a simple arithmetic check

Consider an invented example: 120 square metres of a specified floor finish at a tendered rate of UGX 85,000 per square metre produces an item amount of UGX 10,200,000. If the approved final measured area becomes 126 square metres under a remeasurement contract, the quantity difference is six square metres before any separately authorised specification change is valued. These figures demonstrate calculation only and are not August 2026 market rates.

Check extensions, page totals and summary transfers, but also compare the pattern of rates. One bidder may load early items or place unrealistic amounts against provisional work. A quantity surveyor can normalise bids and ask clarifying questions without secretly rewriting an offer after submission.

Manage the BOQ throughout the job

  • Link each payment claim to measured completed work and required evidence.
  • Track approved variations separately with instruction, quantity, rate and status.
  • Update the forecast final account, including pending decisions.
  • Record owner-supplied materials so they are not charged twice.
  • Reconcile provisional allowances when their scope is instructed.
  • Retain measurement sheets, invoices where relevant and signed certificates.

Do not cut cost by deleting an item without asking what function it serves; removing waterproofing or drainage can create a larger defect. Value engineering should protect performance while reducing unnecessary area, complexity or specification. A qualified quantity surveyor should prepare or review the BOQ for the actual design and contract.

Before signing, compare the BOQ summary with the drawings room by room and the external works area by area. Ask where water tanks, septic or sewer work, power connection, boundary works and access appear. If they are intentionally excluded, place them in the client's total development budget. A complete tender comparison can still produce an incomplete project budget when these interfaces are forgotten.

Keep one locked tender version and issue any later revisions under a new number so comparisons remain auditable.
