Buy to a specification, not a familiar name

The designer's specification should state the required class, grade, size or performance for each material. A supplier's description such as “strong cement” or “first-class blocks” is not measurable. Before ordering, confirm approved brands or equivalence procedures, the relevant current Uganda standards, evidence required and who can accept a substitution.

Use traceable suppliers and keep quotations, delivery notes, batch information and receipts. Check that certification relates to the delivered product and remains current. Certification is not a reason to accept wet, damaged, mixed or incorrectly stored material. Where the quality plan requires sampling and laboratory tests, agree the procedure before delivery so results can be linked to a particular lot.

Inspect common materials on arrival

Cement bags should be correctly labelled, sealed, dry and free from hard lumps, with manufacture information that suits the project's requirements. Store them raised off the floor, protected from moisture and managed so older accepted stock is used first. Reinforcement should match the specified diameter and grade, be identifiable and free of harmful contamination; do not approve a smaller bar because it looks close.

Sand and coarse aggregate should be clean and consistent with approved samples, without visible organic material, clay lumps or uncontrolled mixing of sizes. Appearance cannot establish grading or strength, so use specified tests. Blocks should have consistent dimensions and adequate curing, with strength and absorption checked as required. Testing a few pieces does not justify mixing them back into an unidentified stockpile.

Storage protects the quality already purchased

  • Separate accepted, quarantined and rejected stock with clear labels.
  • Keep sand and aggregate on clean, drained bases and prevent stockpiles mixing.
  • Support steel off wet ground and organise it by diameter and grade.
  • Stack blocks safely and allow the specified curing time before use.
  • Protect timber and finishes from sun, rain, distortion and theft as appropriate.
  • Issue materials against records so unexplained loss is visible early.

A secure store is not enough; temperature, moisture, ventilation and shelf-life requirements differ. Follow manufacturer and specification instructions for admixtures, coatings, membranes and other packaged products.

Handle a suspected failure openly

Quarantine the represented lot, notify the responsible supervisor and record the issue. Do not blend rejected material with accepted stock or seek repeated samples until one passes. The engineer or designated authority should decide whether additional investigation, an approved concession, alternative use or removal is appropriate under the contract.

Homeowners can ask for a simple materials register showing item, supplier, delivery date, quantity, batch, inspection, tests, acceptance and use location. This is especially important for materials later hidden in concrete or walls. The purpose is not paperwork for its own sake: traceability prevents substitution, supports fair payment and helps the team act quickly when a result falls outside the specified requirement.

Do not approve a substitution only because the alternative is available immediately. Compare the intended performance, standard, compatibility, warranty, maintenance and full installed cost, then obtain the designer's written decision where required. A cheaper material that changes member size, waterproofing detail or fixing method may create design work and delay elsewhere. Update schedules so purchasing and site teams use the same approval.

Hold rejected material in a clearly marked area until it is returned or otherwise disposed of through the agreed procedure. Leaving it beside accepted stock invites accidental use, particularly on a busy shift. Reconcile returned quantities and credit notes with purchasing records so a quality rejection does not become an unexplained financial loss.
