Use local weather information, not a generic calendar

Rain affects excavation, soil moisture, compaction, haul roads, concrete, bituminous work and public access. Central and southern Uganda often experience two wetter periods, while patterns elsewhere can differ. Onset, duration and storm intensity also vary from year to year. A project programme should therefore use current location-specific information from the responsible meteorological service, site observations and contract records rather than assuming every district follows the same dates.

Weather planning begins during tender and design. The team identifies activities sensitive to rain, areas likely to pond, watercourses that can rise quickly, and communities that cannot lose access. The baseline programme should state its weather allowances and contractual assumptions. Daily records should distinguish ordinary seasonal weather from exceptional conditions where the contract makes that distinction. Clear records support fair decisions and, more importantly, help the team adapt before delay grows.

Sequence work to close vulnerable fronts

Opening a long earthworks front may appear productive, but it exposes more soil and drainage to storms. A sectional approach can clear, drain, prepare and protect manageable lengths before moving on. Permanent culverts and outlet protection should be prioritised where practical, supported by temporary cut-off drains, berms, silt controls and pumps that are safe for the site conditions.

Moisture-sensitive layers require testing before compaction. Continuing merely because equipment is available can trap wet material and create future failure. Stockpiles need shaped, drained platforms and separation from runoff. Concrete placement should consider safe access, washout control and protection from heavy rain, while spraying or paving must comply with the relevant weather and surface-condition requirements. The approved specification and method statement govern each operation.

Build a weather-ready weekly plan

  • Review a reliable short-range forecast alongside actual site conditions each morning.
  • Identify work that can be made safe and weatherproof before the shift ends.
  • Inspect temporary drains, culvert diversions and outlet protection before forecast storms.
  • Keep alternative tasks ready, such as off-site fabrication, documentation or protected drainage work.
  • Plan recovery resources without extending unsafe hours or bypassing quality hold points.
  • Record rainfall, affected chainages, labour, plant, instructions and photographs consistently.

A decision matrix can define when earthworks pause, when a layer is retested and who authorises restart. It should be tied to measurable field conditions and contract requirements, not only to whether rain is visibly falling.

Protect neighbours and the completed work

Temporary access deserves the same attention as production. Pedestrians, boda bodas, emergency vehicles, schools, shops and homes need routes that remain visible and usable. Mud on live roads should be controlled promptly. Open drains and excavations require barriers and night-time visibility, and any diversion must be maintained throughout its use.

After a storm, inspect slopes, discharge points, crossings, stockpiles and exposed formation before resuming. Photograph damage and determine the cause rather than repeatedly filling the symptom. A sensible rainy-season programme may show lower planned earthworks output, but it often avoids the larger cost of remobilising, replacing washed-out material and repairing neighbouring property. Weather cannot be controlled; exposure, sequencing, communication and evidence can.

At the monthly review, compare actual lost time with the baseline weather allowance and update the forecast for each remaining weather-sensitive activity. Record whether recovery depends on more plant, a revised sequence or a design decision, and check that the proposed response does not transfer uncontrolled erosion or access risk to another workfront.
