Start with evidence about the existing building

Do not decide from appearance alone. A condition survey should examine foundations where concerns exist, structural frame, walls, roof, moisture, termites, fire safety, electrical and plumbing systems, drainage and previous alterations. Review available drawings and approvals, but verify them against what is present. Hidden defects and undocumented changes are common sources of renovation risk.

Cracks need diagnosis before cosmetic repair. Damp can come from roof leaks, plumbing, ground moisture or poor external drainage. If the intended use or loading changes, the structural engineer should assess capacity. Hazardous materials, contamination or unsafe electrical work need specialist advice and controls. The aim is to distinguish reusable fabric from work that merely looks cheaper to retain.

Test all three options against the same brief

Define required rooms, accessibility, parking, energy and water goals, security, future expansion, budget and occupation date. Develop comparable concepts for renovation, extension and replacement. Each should address planning and building-control requirements, structural work, services, temporary accommodation, demolition, waste, external works and professional fees.

An extension must connect old and new foundations, roofs, waterproofing and services without creating movement or leaks. Renovation may preserve valuable location and embodied material but involve slower investigative work. Rebuilding can offer a coordinated layout yet adds demolition, approvals and loss of usable fabric. No option wins universally.

Compare whole-project and whole-life consequences

  • Price enabling works and protection of areas that remain occupied.
  • Include temporary relocation, lost rent or business disruption where relevant.
  • Allow for design development and concealed-condition risk transparently.
  • Compare future maintenance, water use, comfort and energy demand.
  • Check whether retained elements limit accessibility or service upgrades.
  • Consider construction waste, salvage and the value of materials already embodied.

Use ranges at feasibility stage and update after opening-up investigations. A cheap initial scope that leaves failing roof, wiring or drainage untouched may not be economical.

Use decision gates before committing

A sensible sequence is feasibility, measured survey, condition and structural assessment, concept options, cost comparison, authority consultation where needed, then developed design. Set a decision gate after investigations so the client can change course before extensive procurement. If renovation proceeds, define how discoveries are reported, valued and authorised.

Do not demolish until ownership, utility isolation, approvals, hazardous-material risks and neighbouring protection are addressed. Do not occupy a work zone without a safe segregation and emergency plan. This article supports early thinking only. An architect, engineer, quantity surveyor and relevant specialists should assess the particular building and current Ugandan requirements before a final choice.

For an occupied renovation, phase the works around safe access, dust, noise, water, sanitation, power and security. Temporary partitions and services cost money and need space. Agree which rooms will be released, inspected and returned before the next phase. If the household or business cannot function safely, include temporary relocation in the option comparison rather than forcing occupation to make one alternative appear cheaper.

Record the decision in a short option report with drawings, condition findings, cost range, programme, approvals, major risks and reasons. Keep photographs and surveys even if rebuilding is selected; they support neighbour protection and utility planning. A documented decision also helps the team resist later scope drift back toward features that were deliberately rejected.

Set an expiry date for the comparison because condition and prices may change if the project is postponed.
